Course syllabus

Module 1: An Introduction to Licensing

    This unit provides an introduction to the Scottish Certificate for Personal Licence Holders course. It outlines the structure of the course and explains how the following modules and units cover the key licensing topics and legal responsibilities.

  • Overview of the Licensing Function

    This unit explores the background and principles of the Licensing (Scotland) Act 2005, including definitions of alcohol and the five licensing objectives that underpin the law.

  • Key Roles

    In this unit, we examine the responsibilities of key stakeholders such as Licensing Boards, Local Licensing Forums, Licensing Standards Officers, and Premises Managers, and how they contribute to maintaining compliance and public safety.

Module 2: Types of Licences, Control of Order and Associated Laws
  • Premises Licences Part 1

    We begin by exploring the three main types of licences and focus first on Premises Licences, explaining the application process, risk assessments, and best practice policies.

  • Premises Licences Part 2

    This unit continues the study of Premises Licences, covering reasons for refusal, variation and transfer processes, and exceptions that apply to clubs.

  • Duties and Mandatory Conditions Part 1

    Here, we examine the duties of a personal licence holder and discuss the mandatory conditions that apply to all licensed premises.

  • Duties and Mandatory Conditions Part 2

    This unit focuses on licensed hours, minimum pricing requirements, and the restrictions surrounding irresponsible drinks promotions.

  • Personal and Occasional Licences

    We explore Personal and Occasional Licences, including the procedures for applying, renewing, and managing these types of licences.

  • Control of Order and Associated Laws Part 1

    In this unit, we cover enforcement and compliance, including the powers of police and other statutory bodies, reviews of licences, and the role of endorsements and exclusion orders.

  • Control of Order and Associated Laws Part 2

    This final unit of Module 2 discusses associated legislation such as smoking and gambling laws, and outlines common offences under licensing law.

Module 3: Understanding Alcohol and Responsible Retailing
  • Alcohol and its Effects

    This unit looks at alcohol units, strength, and the physiological effects of alcohol. It also explores drunkenness and the wider social consequences of excessive drinking.

  • Social Responsibility

    We discuss best practices for maintaining high standards in licensed premises, including responsible service, staff conduct, and promoting a culture of safety and respect.

  • Selling Alcohol to Children and Young People

    This unit examines legal responsibilities related to selling alcohol to minors, including Challenge 25, the Proof of Age Standards Scheme, test purchasing, and due diligence procedures.

Module 4: Exam Preparation
  • Preparation for your Exam

    This unit prepares learners for the multiple-choice end-of-course exam. It explains the exam format, offers revision advice, and provides guidance for effective study.

  • Revision 1

    A recap of the Licensing (Scotland) Act’s key definitions, the five licensing objectives, the meaning of ‘sale’ and ‘unlicensed sale’, and the roles of key licensing stakeholders.

  • Revision 2

    This unit reviews the different licence types, with a focus on premises licences, variations, and the processes for appointing or transferring a premises manager.

  • Revision 3

    We revisit personal and occasional licences, duties, and mandatory conditions. The unit also reinforces understanding of the legal responsibilities for managing licensed premises.

  • Revision 4

    The final revision unit explores the effects of excessive drinking, best practices for maintaining compliance, implementing a zero-tolerance drugs policy, and preventing underage alcohol sales.

Obtaining your certificate

You will need to pass a multiple-choice exam at the end of the course in order to gain your accreditation. Once passed, we will send your official certificate by email.
